Refinery status worldwide from public records: EIA, EPA ECHO and NRC in the U.S., CER in Canada, and national ministries, operators and OPEC/Energy Institute data elsewhere. News is an unverified lead. Causes are not stated.

Canada

Canadian refineries

24 plants after cross-checking CFA, CER, NACEI, Statistics Canada, and operator pages — 17 CFA fuels/asphalt/lubricants plants at 1,928,000 b/d (1,928 kb/d), plus 6 bitumen upgraders (SCO capacity is a separate measure) and specialty sites such as Come By Chance. Map and lists use the Canada Energy Regulator’s three government regions.

Fuels capacity source: Canada’s Refining Sector map (May 2026). Coordinates: NACEI where matched, otherwise operator/public facility sources (24 of 24).

Regional structure

Two regional schemes appear in Canadian refining publications. The Canada Energy Regulator (government) aggregates refinery statistics into three regions. The Canadian Fuels Association (industry) maps plants into five regions. This site’s map, summary cards, and plant lists follow the CER government regions. Capacities follow the CFA May 2026 map.

Inventory cross-check

Cross-check of CFA May 2026 (17) against CER crude-refinery counts (16), NACEI Aug 2017 (21 Canada rows: 14 refinery + 5 upgrader + 2 asphalt), Statistics Canada 2024 (17 finished-product refineries including NL), CER 2022 upgrader snapshot, Cenovus/Braya operator pages, and EIA (no plant-level Canada table; NACEI is the shared North American inventory). Expanded directory lists 24 plants.

  • Scotford Upgrader

Missing from CFA because: Bitumen upgrader producing SCO; CFA fuels map lists only the adjacent Scotford Refinery.

Added: Upgrader row, 320 kb/d SCO (CER 2022), NACEI-based coordinates with small map offset from the fuels refinery.

  • Suncor Base Plant Upgraders

Missing from CFA because: Oil sands SCO upgrader, not a CFA fuels/asphalt plant.

Added: Upgrader row, 357 kb/d SCO (CER 2022), NACEI coordinates.

  • Syncrude Mildred Lake Upgrader

Missing from CFA because: Oil sands SCO upgrader, not a CFA fuels/asphalt plant.

Added: Upgrader row, 350 kb/d SCO (CER 2022), NACEI coordinates.

  • Horizon Upgrader

Missing from CFA because: Oil sands SCO upgrader, not a CFA fuels/asphalt plant.

Added: Upgrader row, 250 kb/d SCO (CER 2022) with industry cross-check ~270 kb/d, NACEI coordinates.

  • Lloydminster Upgrader

Missing from CFA because: Previously excluded as “bitumen upgrader, not on CFA map.” Cenovus discloses it in Canadian Refining alongside the asphalt refinery.

Added: Upgrader row, 81.5 kb/d nameplate (Cenovus), NACEI SK-side coordinates. Distinct from Lloydminster Asphalt Refinery (AB).

  • Long Lake Upgrader

Missing from CFA because: Idle upgrader (not CFA fuels). CER 2022 excluded from active totals.

Added: Idle upgrader row, 58 kb/d SCO capacity when operating, OSM coordinates, status full_shutdown / idle.

  • Come By Chance Refinery (Braya)

Missing from CFA because: Converted from crude refining to renewable diesel; not on CFA May 2026 crude map. CER crude count excludes it.

Added: Renewable-fuels specialty row, 18 kb/d renewable diesel (Braya), NACEI coordinates (former NARL).

Not added separately — NewGrade Upgrader (Regina): Integrated into the Co-op Refinery Complex; FCL and CER treat it as part of the Regina complex. Noted on ca-sk-regina-fcl rather than double-counted.
